Change FET pull-downs from 10k to 3.3k

This eliminates spurious transients on the ejection leads at power up
before the CPU pins are configured correctly.

lose C9 as redundant on this tight layout

more copper shoving to reduce impedance in the pyro firing circuit

component move to improve bypass capacitor placement relative to regulator

fix reset circuit component values to match TeleMetrum v0.1, and shove a lot
of copper around making things a bit less chaotic and leaving the ground
plane more intact

no remaining DRC errors

route complete, 16 DRC errors

This is a TeleNano but with dual deployment .. calling it TeleMini since it
falls between TeleNano and TeleMetrum... ;-)
