Use 64-pin STM32L processor. Shrink board to 4.5 x 3.75
Looks like we'll be able to use 64-bit processors almost everywhere,
so switch to that pinout for this product as well.
One proposed case, the Pelican 1120 has only about 3.875" clearance
between the two edges of the panel frame. Shrink the board to make
it fit.

Add cap on vlcd line, disconnect vlcd from +3.3V
This lets us use the internal lcd voltage generator.

Use all through-hole LEDs. Add mounting holes.
Replace SMT LEDs with larger through-hole versions so they will be
visible through the panel.
Add 8 mounting holes.

Switch from PEC11L to PEC11 for rotary switch
The PEC11 is available from mouser in the desired configuration;
no-one appears to stock the PEC11L in a similar configuration.
