Make assembly zip files depend on .xy file
There was a missing dependency, leading to a lack of component
positioning data in the files sent off to various assembly
houses. Adding these dependencies ensures that the files are built
(and rebuilt) as necessary.

Remove zip files before re-creating
Zip will modify an existing file, leaving files which are not on the
command line in the resulting archive. Removing the target before
executing the command ensures that the right bits land.

Provide option to use tall beeper with smaller footprint
The smaller footprint uses (oddly) less space on the board, making it
work better for TeleMini. There's no reason to use the short beeper
though; they fit the same holes, and the screw terminals on telemini
are already taller than even the tall beeper.

Shrink copper and silk around M2 hole
This uses the values from the M2.5 hole, instead of the M3 hole,
making the hole take up a bunch less board space.

nickle's parse_csv doesn't strip quotes, so we have to

upstream. This local fix only strips quotes if present, so it will

Fix weird corners on ufqfpn28
These have a hack to make the corners step to approximate a diagonal
line, but they were being drawn wrong, leaving too little space
between the corner and adjacent pads.

Fix process-specific values in nickle-generated footprints
This centralizes the definition of the process values in the
footprint.5c file, instead of scattering the values across each
footprint program. This fixes several footprints with insufficient
clearance or mask width while shrinking excessive values in other
footprints.
This also adds some convenience functions to footprint.5c for
generating ground pads, both large square ones with vias embedded and
smaller ones that just want less paste on the pad than a normal pad of
similar size.

stock for the earlier prototypes, but we might as well use a 35V part
and have a bit of headroom while we're switching the design around.x
