target/riscv: Update with latest encoding from riscv-opcodes

target/riscv: Update with latest encoding from riscv-opcodes

This gets us a clearly labeled BSD-3-Clause header, which should be
compatible with OpenOCD and Fedora, and also make it clear what the
license actually is.
