Add ufqfpn24 footprint (for MPU9250)

This is a 3mmx3mm 24-pin package with 0.4mm spacing and no central
pad. The corner pads are beveled by overlapping four pads to preserve
process spacing between them. The resulting spacing is about 8.4 mils
(0.21mm).

Solder mask is set to 0.05mm as specified in the MPU9250 docs.

4ucon parts arrived, new micro USB from them is now our default

Make assembly zip files depend on .xy file

There was a missing dependency, leading to a lack of component
positioning data in the files sent off to various assembly
houses. Adding these dependencies ensures that the files are built
(and rebuilt) as necessary.

Remove zip files before re-creating

Zip will modify an existing file, leaving files which are not on the
command line in the resulting archive. Removing the target before
executing the command ensures that the right bits land.

The smaller footprint uses (oddly) less space on the board, making it
work better for TeleMini. There's no reason to use the short beeper
though; they fit the same holes, and the screw terminals on telemini
are already taller than even the tall beeper.
