Add test plan for v2.1

This requires a combined dfu image, which consists of the union of the
flash loader and an un-serialized firmware image. Converting this to
regular firmware just requires reloading the firmware with ao-usbload
and applying a serial number then.

Add partslist-check.dk target

This helps validate the mfg_part_number field by constructing a DK
order using those instead of the DK numbers. Upload this version and
compare the resulting downloaded order with one constructed from the
regular DK numbers to make sure the mfg part numbers are all correct.

First, moved various voltage divider resistors away from the mounting
holes to keep them from getting bashed.

Next, shuffled wiring around to improve ground connectivity

Last, flipped the debug connector over so that pin 1 was ground
instead of pin 6.

Replace the regulator with a 3.0V LD2980. Reduce igniter shut-off gap

Switching to a 3.0V regulator and reducing the igniter shut-off gap
both serve to let the board run on significantly lower battery
voltage, down from 3.9V to 3.4V.

The LD2980 doesn't have a bypass pin, so the 470pF cap was
removed.

Move pyro firing pins away from the I2C lines

The I2C pins are open-drain, making them unable to fire igniters. Move
the igniters to PIO0_2 and PIO0_3.
