Subject: move the "ground plane" to the "top" of the board since we want all the SMT

move the "ground plane" to the "top" of the board since we want all the SMT
parts in this design "down" towards the bottom of the box and all the through
hole "up" towards the lid.  this seems much easier than trying to invert the
board outline.
